Scenarios Needed for the Warlords II World Championship

Calling all Warlords Scenario Engineers! We need a variety
of custom and standard tournament scenarios with the following
characteristics:
Scenario Requirements:
- Balanced, interesting map for four-player game; no AIs to start.
(One or more sides may have to be turned off to allow use of some
scenarios.)
- Scale of map, terrain and movement speed, production times, and starting
city allocation chosen to allow a reasonably complete game in only 25 turns.
- All cities build only a single useless unit to start; players given
starting gold to allow purchase of production. This prevents the
randomization of builds made at the start of each game from affecting
the balance of the game. Cities should at least not build allies.
- Speed, flight, and powerful command (+2 or +3) items should be removed
from the scenario unless they are not expected to affect the balance
of play for some reason.
- Interesting theme, completely fleshed-out map with signs, cities,
background information, etc. This should be a world-class scenario!

Maybe we should have a contest to see who can design the most interesting
tournament scenario? Have a Warlords scenario championship as well as
a PBEM tournament? An initial cut of scenarios for the tournament will
be made, and then the players in the tournament proper can vote for their
favorite scenarios at the end of the tournament!
