That's because it doesn't work that way.
The inherent difficulty of a scenario depends on the side you play:
a side with a distinct advantage (say lots of cities and ruins near
its capital) is easier to play. Most of the scenarios start the
sides about equal.
What makes a game of Warlords II actually harder or easier is what level
you set for the computer players (e.g. Knight - stupid opponents,
up to Warlord - much less stupid opponents), whether you give the
computer players advantages (e.g. - setting them to Enhanced),
and whether you declare "I am the greatest".
I'd suggest Erythea as your first real game. It is a good scenario.
The White side has one of the nice layouts (not the only ones, though).
The Red side has a tougher start.
If you've played strategic games much before, I'd go for an intermediate
setting on the opponents for your first game (try Erythea on Hidden map).
If you have never played strategic games before, I'd try Knight opponents
on Erythea without hidden map, and try hidden map another time (but not
on Erythea).
If you haven't played many strategic games, you may find the game tough
when you start - don't panic, you'll soon get better after a few games.
If you are finding it too easy, try Warlords for opponents. If it is
still too easy, get hold of the latest FAQ for some other ideas.
